Arkansas Auto Dealer Bond

Two Agencies, Three Bond Amounts — $25K / $50K / $100K

Arkansas is one of the few states that splits dealer regulation between two completely separate agencies. Used and wholesale dealers are licensed by the Arkansas State Police (ASP). New franchised dealers are licensed by the Motor Vehicle Commission (AMVC). Different surety bond, different application, different rules — same-day approval for both. We handle bonds for every dealer category nationwide.

Official Arkansas Requirements

"Any person who intends to operate a Used Motor Vehicle Dealer business is required to obtain a Used Motor Vehicle Dealer License through the Arkansas State Police. Applicants must obtain a $25,000 surety bond for a single location or a $100,000 bond for multiple locations."
Arkansas Department of Public SafetyArkansas Used Motor Vehicle Dealers Act

Why Arkansas Splits Dealer Regulation Between Two Agencies

Most states use a single agency — typically the DMV or a motor vehicle commission — to license all dealers. Arkansas takes a fundamentally different approach. The Arkansas State Police (ASP), through its Used Motor Vehicle Dealer (UMVD) Section, regulates used and wholesale dealers. The Arkansas Motor Vehicle Commission (AMVC) regulates new, franchised dealers. Each agency operates independently with its own staff, forms, fees, and regulatory framework.

This matters because submitting the wrong bond to the wrong agency delays your license. A used dealer cannot file a $50,000 AMVC bond to satisfy the ASP requirement, and vice versa. If you plan to sell both new and used vehicles, you may need to work with both agencies simultaneously. For context on how surety bonds differ from insurance, see our bond vs. insurance comparison. You can also estimate your premium with our auto dealer bond calculator.

Common Mistakes to Avoid

  • Filing a single-location $25K bond when you plan to open satellite locations (need $100K)
  • Submitting your application to the AMVC when you are a used dealer (ASP handles this)
  • Forgetting to name Arkansas State Police on your Certificate of Insurance
  • Not registering with DFA for sales tax before applying

Bond Cost by Dealer Type

Used (Single Location)
$25K bond$250-$2,500/yr
Used (Multi-Location)
$100K bond$1,000-$10,000/yr
New (Franchise)
$50K bond$500-$5,000/yr

ASP Licensing: The Used Dealer Application Process

Step-by-step for used and wholesale dealers applying through the Arkansas State Police UMVD Section. New franchise dealers follow a separate AMVC process. For a general walkthrough, see how to get a surety bond. Arkansas notaries also need an Arkansas notary bond.

1

Get Your Bond and Insurance

Apply online for your $25,000 bond (or $100,000 for multiple locations). Separately secure liability insurance with minimum $75,000 coverage and have the Certificate of Insurance name the Arkansas State Police as certificate holder.

2

Register Your Business

Register your business entity with the Arkansas Secretary of State and obtain your EIN from the IRS. Register with the Department of Finance and Administration (DFA) for a sales tax identification number.

3

Create Account and Submit Application

First-time applicants must create an account on the ASP portal before submitting. Mail your application with the $250 fee ($125 for satellite locations) to UMVD Section, #1 State Police Plaza Drive, Little Rock, AR 72209.

4

Review and Facility Inspection

ASP reviews your application within 15 business days. A UMVD Inspector contacts you to schedule an on-site facility inspection. Once the inspection is passed and all documents are verified, your license is issued.

Not Sure Which Bond You Need?

Tell us whether you are selling new or used vehicles and we will match you with the correct bond for the right agency — ASP or AMVC. See our complete dealer bond cost breakdown before you apply.

AMVC Licensing: The New/Franchise Dealer Path

If you hold a factory franchise agreement, your licensing is handled entirely by the Arkansas Motor Vehicle Commission — not the State Police. The AMVC requires a $50,000 surety bond conditioned on compliance with the Motor Vehicle Commission Act. Learn more about how surety bond costs are determined or use our dealer bond cost calculator. Arkansas contractors also need a contractor license bond.

$50,000 Bond

Filed with the AMVC, not the State Police. This is a completely separate bond form from the used dealer bond. The bond guarantees compliance with the Motor Vehicle Commission Act.

Franchise Agreement Required

You must hold a valid franchise agreement with a manufacturer or distributor. The AMVC verifies the franchise before issuing a dealer license. This is not applicable to independent used dealers.

Separate Regulatory Framework

The AMVC has its own board, its own application forms, its own fees, and its own enforcement. If you sell both new and used vehicles, you may need to work with both the AMVC and the State Police.

Arkansas Dealer Bond Questions — Answered

Specific to the dual-agency system, bond amounts, and the ASP/AMVC licensing process.

Why does Arkansas have two separate agencies for dealer licensing?

Arkansas is one of a small number of states that splits dealer oversight between two completely separate agencies. The Arkansas State Police (ASP) UMVD Section licenses used and wholesale motor vehicle dealers under the Used Motor Vehicle Dealers Act. The Arkansas Motor Vehicle Commission (AMVC) licenses new (franchised) dealers under the Motor Vehicle Commission Act. Each agency has its own application, its own bond amount, its own fee schedule, and its own regulatory requirements. The system has been in place for decades and reflects the different consumer protection concerns for used vs. new vehicle sales.

What is the difference between the $25,000, $50,000, and $100,000 bonds?

The $25,000 bond is for used/wholesale dealers operating a single location through the Arkansas State Police. The $100,000 bond covers used/wholesale dealers licensing multiple locations (satellite dealerships) under one bond. The $50,000 bond is an entirely separate requirement for new/franchised dealers through the Motor Vehicle Commission. You cannot use one bond to satisfy the other agency -- they are different bond forms filed with different obligees.

How much does an Arkansas dealer bond cost annually?

For the $25,000 used dealer bond, expect $250-$2,500 per year (1-10% of face value). Excellent credit (750+) qualifies for $250-$500. Good credit (680-749) costs $625-$1,250. The $50,000 new dealer bond costs roughly double at each credit tier. The $100,000 multi-location bond costs proportionally more. Arkansas bonds are among the more affordable nationally due to the lower base amounts for single-location used dealers.

How do I apply for an Arkansas used car dealer license through ASP?

Submit your application to the Arkansas State Police, UMVD Section, #1 State Police Plaza Drive, Little Rock, AR 72209. First-time applicants must create an account online before submitting. Include your $25,000 surety bond (or $100,000 for multiple locations), Certificate of Insurance naming ASP as holder with minimum $75,000 coverage, and the $250 application fee. Processing takes up to 15 business days, followed by an on-site facility inspection by a UMVD Inspector.

What insurance do Arkansas dealers need beyond the bond?

Arkansas requires liability insurance on all vehicles offered for sale with a minimum coverage of $75,000 per the Motor Vehicle Safety Responsibility Act. The Certificate of Insurance must specifically name the Arkansas State Police as the certificate holder. This is separate from your surety bond -- the insurance covers vehicle damage and liability, while the bond guarantees compliance with dealer laws.

What happens if my Arkansas dealer license expires?

If your license has been expired for 31 days or more but less than 6 months, you must pay a $35 late fee in addition to the renewal fee. After 6 months of expiration, you may need to reapply as a new applicant with the full application process. We send bond renewal reminders 60 days before expiration to help prevent any lapse.

Can I get an Arkansas dealer bond with bad credit?

Yes. The $25,000 used dealer bond is one of the more affordable bonds nationally, making it accessible even with lower credit scores. We work with specialized surety carriers for higher-risk applicants, and even credit scores below 600 can typically be approved at 8-10% of the bond amount.
