Does the ICC intrastate toggle change my $75,000 bond amount?

No — and this is the detail most calculators miss entirely. The federal penal sum is fixed at $75,000 under 49 CFR § 387.307 regardless of where your freight moves. What checking the ICC box adds is a one-time $50 Illinois Commerce Commission filing fee for the separate intrastate Broker's License required under 625 ILCS 5/Ch. 18c — a real Illinois-specific cost, but it's a flat filing fee, not a bond surcharge. If every load you touch crosses a state line, which describes most Chicago-area rail-interchange brokers, you can leave this unchecked and skip the ICC filing entirely.

Does it matter whether I drayage out of Joliet/Elwood or run mixed lanes statewide?

If you're restructuring an existing brokerage into a new LLC but keeping the same MC number, leave the box unchecked; FMCSA and the surety both still see continuous authority. If you closed a prior brokerage and filed a fresh MC application under the new entity, check it — there's no claims or safety history attached to that number yet, regardless of your personal track record.
