ATV, UTV and Off-Highway Vehicle Bonded Titles
Whether you can get a bonded title for an ATV, UTV or off-highway vehicle depends first on your state: some states title these vehicles and accept a surety bond when you have no ownership paperwork, Florida titles them but bars the bond route, and Georgia does not title off-road vehicles at all. Use the table below to find your state's agency, whether a bond applies to an off-highway vehicle, and the form.
New to this? The Vehicle Title Bonds overview explains how a bonded title works, and the title bond calculator estimates an amount from your state's rule. Dealers, auctions and tow or salvage operations retitling off-highway inventory can use Title Professionals.

First decide: does your state title it, and does a bond apply?
The clearest example of the threshold question is Missouri. Missouri law makes an ATV title mandatory ("it shall be unlawful for any person to own an all-terrain vehicle in this state unless a Missouri certificate of title has been issued"), but a landscaping-type utility vehicle is different: "Utility vehicles do not meet the definition of a motor vehicle or ATV, and will not be titled and registered." (Missouri Motor Vehicle and Marinecraft Titling Manual, section 7). If the vehicle is not titled in the first place, there is nothing for a bond to support. Sort your situation into one of four buckets:
- Titled, bond route documented: North Carolina, California, Michigan and Colorado title off-highway vehicles and have a documented bond or deposit route when ownership paperwork is missing.
- Titled, bond barred: Florida titles off-highway vehicles but form TL-70 lists an "off-highway vehicle" among the types for which a bonded title cannot be issued.
- Not titled at all: Georgia lists "All terrain and off-road vehicles" under Titles Not Required, so there is no title and no bond route; some UTVs can be registered (not titled).
- Not confirmed in published rules: Texas, Missouri and Washington title off-highway vehicles, but their published rules do not say whether a surety bond applies to one. For Arizona, Tennessee, Alabama, Arkansas, Nevada and Illinois, this guide does not confirm titling or a bond route for off-highway vehicles. For all of these, confirm with the state agency before you rely on a bond.
State-by-state
Bond multiples shown for the "confirm" states are the state's general title-bond rule, not a rule stated for off-highway vehicles. Confirm applicability with the agency.

North Carolina
NCDMV titles an ATV, UT or MUV on Form MVR-60, the All-Terrain Vehicle Affidavit authorized by G.S. 20-53.6. The form "may only be used to title an ATV, UT or MUV" and accepts an "INDEMNITY BOND" in place of an MCO or out-of-state title, with a "Bill of Sale or two (2) independent valuations (REQUIRED)." BuySuretyBonds is licensed in North Carolina — see the North Carolina vehicle title bond page.
California
Off-highway vehicles get a DMV-issued ID plate rather than regular registration, and California asks for proof of ownership and a REG 31 Verification of Vehicle. When ownership proof is missing, the DMV's Vehicle, Vessel, or Off-Highway Vehicle Title Deposit Agreement (REG 5059) names off-highway vehicles in its title. Whether the DMV will take a Motor Vehicle Ownership Surety Bond (REG 5057) instead, and which value or other trigger applies to an OHV, is a question to confirm with the DMV. See the California vehicle title bond page.
Michigan
A person who acquires an ORV after April 1, 1991 must apply for a certificate of title (MCL 324.81103). Michigan's bond form TR-121 lists ORV among the items that can be bonded, and when there is no Michigan record a TR-54 VIN/HIN inspection by Michigan law enforcement is part of the process. The bond runs 2x value for three years (general vehicle-code bond rule; confirm for an ORV). A separate certification-in-place-of-bond option for low-value older vehicles is part of the general vehicle-code bond; confirm with Michigan SOS whether it applies to an ORV. See the Michigan vehicle title bond page.
Colorado
OHVs are "titled with your county motor vehicle office and registered with CO Parks & Wildlife." If no proof of ownership can be produced, "the bonding process will have to occur" on DR 2922 (Title Or Salvage Title Established By Surety Bond) at 2x value, with a DR 2704 certified VIN inspection where required. No surety bond is required if the OHV is 25 years or older, but a certified VIN inspection and a notarized bill of sale within 24 months of purchase are still required; the bonding-for-title page also lists OHVs moved from a non-titling state, dealer inventory, and government- or agricultural-owned vehicles as no-bond cases. See the Colorado vehicle title bond page.
Florida
Florida titles off-highway vehicles under the Off-Highway Vehicle Titling Act (effective July 1, 2002), but form TL-70 lists "off-highway vehicle" among the types for which a bonded title cannot be issued. For an OHV bought before July 1, 2002 (or an ROV before July 1, 2009), FLHSMV accepts "a notarized/perjury clause affidavit of ownership including a complete description of the OHV or ROV" with form HSMV 82040 (procedure TL-44) instead of a bond. Florida is not a licensed state for quotes.
Georgia
Georgia's Department of Revenue lists "All terrain and off-road vehicles" under Titles Not Required, so there is no title to bond. Some multipurpose off-highway vehicles (MPOHVs) made after January 1, 2000 may be registered — not titled — and if ownership documents are unavailable "the registration will be issued with an indicator stating that ownership is not verified," requiring form T-22B and the MV-OHV affidavit. Georgia is not a licensed state for quotes.
Texas
TxDMV titles off-highway vehicles through the county tax office, but these vehicles "are not eligible for registration." Since June 14, 2019 a UTV may not be transferred (other than by a dealer) unless a title has been applied for; an owner of a pre-September 1, 2009 ROV with no paperwork uses Form 130-U plus a statement of fact. The bonded-title statement of fact (VTR-130-SOF) does not ask about off-highway vehicles, and the official rules do not confirm a bond is available for one — confirm with TxDMV.
Washington
Washington DOL titles ORVs, titles some four-wheelers as Wheeled All-Terrain Vehicles (WATV), and gives you 15 days to apply before penalty fees. An out-of-state purchase follows DOL's steps for registering out-of-state off-road vehicles. Washington's ownership-in-doubt bond (RCW 46.12.680, 1.5x value) is written for a "vehicle"; whether it extends to an ORV is not confirmed — confirm with DOL.
Alabama
Alabama titles through a designated agent, and the bond schedule in Admin. Code 810-5-75-.34 lists trailers, passenger/pickup vehicles, trucks/buses/RVs, motorcycles and manufactured homes. The schedule has no off-highway category, so confirm with ALDOR whether an ATV is titled and whether a bond applies.
Arkansas
Arkansas DFA lists an "All Terrain Vehicle Affidavit" form, and a separate ATV regulation (1993-7) exists. Confirm the off-highway route with Arkansas DFA.

FAQ
Can I get a bonded title for an ATV or UTV?
It depends on the state. North Carolina (MVR-60 indemnity bond), California (REG 5057/REG 5059), Michigan (TR-121) and Colorado (DR 2922) have a documented bond or deposit route for an off-highway vehicle. Florida bars a bonded title for an off-highway vehicle, and Georgia does not title off-road vehicles at all. Several other states title these vehicles but do not state in the official rules whether a bond is accepted — confirm with the agency.
Does every state title an ATV or UTV?
No. Missouri makes an ATV title mandatory but does not title a landscaping-type utility vehicle. Georgia does not title off-road vehicles, though some multipurpose off-highway vehicles made after January 1, 2000 can be registered. Michigan titles ORVs acquired after April 1, 1991.
My ATV came with no title and no bill of sale — what can I do?
Start with whether your state titles the vehicle. In North Carolina you can title an ATV/UT/MUV on Form MVR-60 with an indemnity bond plus a bill of sale or two independent valuations; in California, the DMV's REG 5059 title deposit agreement names off-highway vehicles, so ask the DMV whether a deposit or a REG 5057 surety bond fits your case, along with a REG 31 verification. Where the official rules do not confirm a bond for an off-highway vehicle, confirm with the agency.
Why can't I get a bonded title for an off-highway vehicle in Florida or Georgia?
Florida's form TL-70 lists "off-highway vehicle" among the types for which a bonded title cannot be issued; a pre-cutoff OHV uses an affidavit of ownership with HSMV 82040 instead. Georgia does not title off-road vehicles at all, so there is no title to bond.
How is the bond amount set for an off-highway vehicle?
By a state multiple of the vehicle's value — for example 2x value in Michigan and Colorado, or the fair market value in California (when a trigger such as a $5,000+ value applies). Multiples quoted for "confirm" states are the state's general title-bond rule. Use the title bond calculator to estimate an amount for your state.
Do I need a VIN or vehicle inspection?
Often, yes. California uses a REG 31 Verification of Vehicle, Colorado a DR 2704 certified VIN inspection, and Michigan a TR-54 VIN/HIN inspection by law enforcement when there is no state record. Check your state's row above.
My off-highway vehicle is 25 years or older and I'm in Colorado — do I need a bond?
Not a bond, but you still need paperwork. Colorado's bonding-for-title page says no surety bond is required if the OHV is 25 years or older, with a certified VIN inspection and a notarized bill of sale within 24 months of purchase. It lists other no-bond cases too, such as an OHV moved from a non-titling state.
I bought the off-highway vehicle out of state — can I still bond a title?
It varies. Washington has separate steps for registering out-of-state off-road vehicles. Confirm the out-of-state route with your state's agency.
